No. The dictionary is inside the app, so adding words and studying both work offline. The app only goes online for the odd extra, such as a pronunciation recording, or a sentence for a meaning that has none.
Meanings come from Wiktionary. Sentences come from Wiktionary and Tatoeba, plus tens of thousands written for Vocaboolary, each checked for the right meaning and natural English.
